I've been in the Atomium myself (mid 2002). I don't remember this escalator, though. To answer the question in your description: it's going down. The way I can tell is because of the steps which have the long and engraved side pointing up. At the end, there seems to be a floor (slightly hard to see) which would be a wall if the escalator were going up.
